Owner and Texas Attorney, Shawn Lee Roten

Shawn Roten founded Roten Law PLLC to provide focused, credible legal representation to public-safety professionals, government employees, and their families. His practice is built on an uncommon professional foundation: nearly three decades of sworn law-enforcement service combined with senior-level municipal legal experience.

Before entering private practice, Shawn served for more than twenty-nine years as a Texas peace officer, including ten years as a police lieutenant in one of Texas’s largest municipal police departments. During that time, he held supervisory, legal, training, and internal-investigations assignments, and directed key operational programs involving DWI enforcement, intoxication testing, and police training and compliance. He retired as a Texas Master Peace Officer.

While serving as a police supervisor, Shawn earned his Juris Doctor from the University of North Texas at Dallas College of Law and was licensed by the State Bar of Texas in 2020. He later joined a municipal City Attorney’s Office as an Assistant City Attorney, where his responsibilities included municipal prosecution, civil-service matters for police and fire departments, ordinance drafting, contract review, and participation in litigation involving tort claims, eminent-domain proceedings, and federal civil-rights actions under 42 U.S.C. § 1983. He also served as legal counsel to multiple municipal boards and commissions, including the Civil Service Commission, Board of Adjustment, and Planning Commission.

In 2023, Shawn was appointed City Marshal, leading the municipal law-enforcement agency while continuing to serve as an assistant city attorney. He was later designated Public Safety Legal Advisor, providing direct legal counsel to police and fire command staff, reviewing search warrants, advising on employee internal investigations and use-of-force matters, and teaching constitutional and statutory law in the basic police academy. His instructional roles included teaching criminal procedure, constitutional law, civil process, and legal standards governing arrests, searches, seizures, and use of force.

Shawn fully retired from municipal service in January 2026 to establish Roten Law PLLC in Rockwall, Texas, where he now represents clients in government employment, civil-service, disciplinary, administrative, and litigation matters, with particular emphasis on public-safety professionals. Additionally, Shawn’s practice includes serving as a part-time municipal prosecutor, criminal defense, drafting will and estate planning, and some family law.

Shawn lives in Royse City, Texas, with his wife, Christina. They have four adult children, three grandchildren, and a miniature Australian Shepherd.
